JOB DESCRIPTION

This employee is responsible for providing all personnel with mandated training and instruction; which involves determining the specific training needs of departmental personnel, developing course content, administering courses, and evaluating student performance. This position is responsible to the Fire Chief.


EXAMPLES OF WORK

  • Schedules classes for new recruits, medical training and orientation and coordinates the twenty-four (24) hours of approved continuing education mandated by Georgia Firefighter’s Standards and Training Council
  • Schedules for personnel to take classes through various agencies or institutions as required
  • Ensures Insurance Services Office (ISO) training requirements are met monthly and annually
  • Remains responsible for all training of departmental personnel, which involves performing a needs assessment, designing and developing course content, administering the course to departmental personnel, and evaluating the competence of each student
  • Ensures that new employees schedule vaccinations with Human Resources
  • Handles employee concerns and problems related to training issues
  • Completes and maintains training records and files, including individual training records
  • Coordinates training with Shift Commanders/Shift Officers. Training calendar will be posted and stay two (2) months ahead so employees can keep informed
  • Completes and forwards annual training report to the Fire Chief for review; as well as completes monthly training report
  • Provides input and assists with departmental budget process as it pertains to departmental training and safety needs
  • Provides fire safety training and education to the public when assigned
  • Coordinates drills, demonstrations, and courses in hydraulics, pump operation and maintenance and firefighting techniques
  • Allots time on training calendar for annual pump and hose tests with shift personnel
  • Completes various reports and log books, reviews training data completed by department fire personnel
  • Serves as departmental safety officer
  • Completes new employee’s initial certification packet and forwards it to the Georgia Firefighter’s Standards and Training Council
  • Participates in assigned public speaking to the community about first aid, safety and CPR
  • Assists the incident commander with chemical or hazardous materials accident supplying technical information and strategic and tactical advice when needed
  • Operates firefighting vehicles and related equipment as needed
  • Performs firefighting duties as required
  • Performs other duties and special projects as assigned
  • Employee must have the ability to safely operate a motor vehicle as well as office equipment, including but not limited to personal computers, radios, copier, fax and multi-line telephone system
  • Must be able to supervise training and safety in all weather conditions.
  • Some travel required

QUALIFICATIONS

  • Thirty-six college semester hours in related degree program (20 hour Paramedic certification credit applies)
  • Five years of experience as a full-time paid employee in the fire service. Certification as a Georgia Firefighter; meet the requirements for LaGrange Fire Department firefighter position
  • Must have one year experience as a Georgia licensed Emergency Medical Technician-Paramedic (EMT-P)
  • Must be certified to the minimum level of NPQ FF II and NPQ Hazardous Material Operations Level (Technician certification must be obtained with twelve months of assignment)
  • NPQ Fire Instructor I
  • Must be certified as a NPQ Fire Instructor II; (must be obtained within six months).
  • Certification as NPQ Officer I; (certification must be obtained with twelve months of assignment)
  • Certification as BLS, ACLS, PALS, AMLS Instructor; (certification must be obtained with twenty-four months of assignment)
  • Certification as Structural Fire Control Instructor with the State of Georgia

KNOWLEDGE, SKILL and ABILITIES

  • Knowledge of departmental training operations and Georgia Firefighter’s Standard Training Council requirements
  • Knowledge of water distribution systems, fire alarm systems, and fire suppression systems
  • Knowledge of the principles and practices of fire ground operations, supervision, and fire suppression
  • Working knowledge of the Incident Command System
  • Knowledge of NFPA 1021 and NFPA 1041
  • Knowledge of the laws regarding Health Insurance Portability and Accountability Act (HIPAA)
  • Knowledge of the laws/regulations regarding employee health and safety, including Occupational Safety and Health provisions
  • Knowledge of the capabilities and limitations of fire operations personnel and variety of firefighting equipment
  • Knowledge of city and departmental personnel policies, procedures and regulations and ability to enforce them
  • Possess good working knowledge of departmental computers and experience with Microsoft Office software (preferred)
  • Skill in use of all small tools, power tools, vehicles and rescue equipment
  • Skill in the use of cameras, projectors and video equipment
  • Skill in interpersonal relations
  • Skill in public speaking
  • Skill in oral and written communications
  • Skill in the use of ropes and related riggings
  • Skill in first aid/CPR
  • Skill in demonstrating equipment to a group
  • Ability to plan, direct and supervise the work of others
  • Ability to express ideas clearly and concisely, orally and in writing to groups and individuals
  • Ability to identify, analyze and resolve problems
  • Ability to communicate clearly on departmental radio system
  • Ability to teach accurate, informative and interesting classes, as well as useful teaching aides and guides
  • Ability to coordinate work with city departments and other organizations

WORK ENVIRONMENT

An employee in this position will interact with the public daily. Majority of working hours, will be spent at a desk, so sitting, standing, reaching and bending will occur
